During the recent disturbances in Israel, the Hamas organization unleashed a cyber attack against targets in Israel. Israel responded by bombing the building that was hosting the hackers responsible for the cyber attack. This is a dynamic change in the status quo – the first time kinetic has been used as an immediate response to cyber. The implications for customary international law are yet to be completely explored.
